The Office of Military and Veteran Student Services (OMVSS) works in partnership with the U.S. Department of Veterans Affairs to assist veterans and dependents eligible to participate in the VA's Education Benefits Programs. To prevent delays in receiving your education benefits, we must certify your enrollment prior to the beginning of each semester or summer session. We encourage students to contact the School Certifying Official (SCO) at [email protected] for guidance on specific questions about VA education benefits or the certification process. Frequently asked questions that are best directed towards the SCO include determinations of out-of-pocket costs related to your benefits, costs of dropping a class, and issues with your account or bill.
- Requesting Enrollment Certification to initiate your VA benefits, uploading your COE or Statement of Benefits, and applying for the Yellow Ribbon program can be completed in Cardinal Students, the student-services portal at the Catholic University of America:

- Students are required to contact the School Certifying Official (SCO) at [email protected] whenever they have formally added or dropped a class after requesting certification.
- Yellow Ribbon Program: Yellow Ribbon applications are now required each semester. Once accepted into the Yellow Ribbon Program, your place in the program is reserved for the duration of your studies at The Catholic University of America, provided you remain eligible for VA education benefits. However, you must submit a Yellow Ribbon application by the published deadline each semester in order to receive Yellow Ribbon funding for that term.
- Eligible Coursework: VA education benefits can only be applied to classes specifically required for graduation under a declared degree or certificate program, with specific exceptions for necessary prerequisites, remedial training, or final semester "rounding out."
- Consortium Courses: If you take a course at another institution through the Consortium of Universities of the Washington Metropolitan Area, Catholic University generally cannot certify that enrollment for VA education benefits. Instead, you should enroll as a non-degree-seeking (guest) student at the host institution and request certification through that institution's School Certifying Official. Our office will work with your academic department to provide the required documentation confirming that the course applies toward your degree program.
- Study Abroad: Study abroad programs must be listed in the GI Bill® Comparison Tool in order to be certified for VA education benefits.
